Just a thought again. Not sure how it would work for others or if it is even viable.
But, I see no reason why you can't make another doctor or elevate someone's prileges so you can send certain things to that inbox. They could then be signed off in batches.
As far as licensing, I think it is all about intend. Two "real" users sharing one license would be wrong. Having a workaround to increase efficiency is a totally different thing.
Of course, be careful of the out of sight, out of mind phenomenon.
