I tried just sending something to the portal also. I do believe that did create the account without sending me a message about it. That kindof works. Its just that I have 2000 people on our other portal, not all of which have something that I need to send to them.
Maybe I should send another practice-wide message stating that they may not be activated until we need to send them something. hmmm.
