As John says, auto-refresh of messages was promised for some years. I believe I first heard about it at a CAB meeting in Boston, I think in 2016.
It has never been a feature until recently (for better or worse).
We do not have it on 10.0.2, so I believe John when he says it started with 10.1
On the other hand, we have had some different, minor message box issues since we went to V10.
Our plan has been to stay with 10.0.2 until it is clear that the issues discussed above by John and David are resolved.
Apparently they have not been dealt with.
