I continue to have 9.31 crash on all users and all computers.
Tech has adjusted Adobe, reinstalled AC on local computers, run tuner with no success. Patient's and office staff have been compromised.
We never had problems like this before in previous versions. Help chat function has been busy throughout the day.
Any suggestions?

I'm inferring that your previous version was operating without significant difficulty.
I'll also assume you have backups of your DB, your imported items, your data01, and all of your interface directories.
Uninstall AC from the main computer, uninstall SQL, run a registry cleaner like Revo, restart.
Install the old version, restore from backup. If it works, then uninstall, reinstall your previous version on your clients.
If you have/had a spare computer to test 9.3, then do that and see if you can get it to work.
From a business perspective, this upgrade has already cost you quite a bit, I would cut your loses and get back into operation.
