I agree with David, but that is only part of the equation. Your original question dealt with office policy, and whether you take someone back, who has chosen to go elsewhere based on an economic decision.
So if your practice is not full, and your reimbursement is better with another type of patient, such as medicaid who reimburses 27% more, the decision can be quite easy to set policy as, "no we will not take these patients that chooose to leave back, but instead fill the openings with new medicaid".
This can be a decision based on both wisdom and economic foresight to keep your practice healthy and profitable long into the future.
