I have a friend who is a cardiologist in Sweden.
He says there is one EMR for the whole country, that everyone uses it. It is easy to use, and any registered user can access patient data anywhere in the country.
They don't have to deal with an EMR designed to maximize billing (they don't bill) and they take privacy seriously, but they don't have to contend with the dead hand of HIIPA. They also don't have "meaningful use" -- because the EMR is designed to be used as a clinical tool, it is assumed to be "meaningful".
He still enjoys his medical practice!
