It's just a problem with Windows. By default, Windows 8 checks that box by default. Sometimes it gets unchecked for some reason. Maybe a program was installed or something. Maybe he was using a different account for remote access that had different settings.
I wouldn't uninstall IE unless I absolutely had to. I barely use it, but when I need it, I need it for its "increased security" on things like hospital portals.
