Sounds like your user permissions are messed in XP.

Try running Amazing Utilities or Reinstall Amazing Charts or Reinstall Windows. I'd probably do the last one since it sounds like your OS is messed up if only the built-in admin can run AC. Do you have issues with any other programs?
