I agree that it does need to be created at some point. I also admit that I cannot be completely sure when it is generated. When in the process do you do the database tuner.
I do have the .xml file -- wonder if it will work for you. My guess is it will.
Question: Do you have every update from Microsoft on your computer? All .NETs, SP3, etc.? Try uninstalling, run every update and then install. I do know that my .xml file is created prior to the migration process.
