Eric, the Issue I have with the software based content managers is that they can be defeated at the pc. The Hardware based ones are placed between your internet connection and your router.
Your PC --- Router --- ContentFilter --- Internet
As you can see, the end user has no direct contact with the content filter. The only way for them to bypass it is to physically remove it.
