MY NON-TECHNICL OPINION. All the fax machines need a dial tone. You will need a dedicated telephone or fax line. Alternative would be efax or VOIP that needs a server or shared space for the office to receive and send faxes electronically. You will have to scan documents. VOIP providers also provide efax or fax to email service and charge per page. It is a necessary overhead and extra cost regardless of the method used.
