It sounds as if he is saying the following:
You know how you run Windows Updates and it shows 24 important or critical updates and maybe 2 optional updates? And, after installing them, it will say "You need to restart your computer."
It would only make sense you would need to restart your computer in order for the updates to be effective. But, it generally reminds you over and over.
