Our template section in Admin is a mess. We have 20+ workstations and each registered person has their own set of templates created. I want to create one main set of templates that are then shared with our 5 providers so that we are standardized. I've tried going thru manually and deleting duplicate templates in Admin, but it's very time consuming.
There are few of the supplied templates that we will use.
Is there a way to do a batch delete? Is there a way to prevent a new set of templates from being created each time we create a new user?

No, I do not believe there is a way to batch delete. I also do not believe there is a way to keep templates from being created with a new user.
You can deside which templates are shared and which are not. So the individual providers may have their own specific templates but only 1 group that are shared among all.
You can sort templates by "shared" status, then decide what is to be shared and what does not.
