You should not have a problem creating such an extra provider; AC has been open-minded about the creation of "phantom" providers who are not seeing patients, creating notes, and prescribing. (This type of thinking is typical of AC; from what I hear, it is not the case with some other EMR's).
So the above ideas are fine, but other options to consider for your situation:
1. If you use Updox, you can more easily "toggle" to import items without requiring sign off.
2. You might consider the possibility of changing your workflow. You have not said how the providers come to be signing off on paper items before they are imported, but you might want to change the flow so that the items first are scanned and then are consistently signed-off electronically within AC.
