A very troubling report prepared by the Research Triangle Institute International (RTI) was released in August recommending that electronic medical record system vendors build portals into their systems that would allow payers to access physicians' and patients' electronic health records (EHRs) for purposes of fraud detection, what could be termed as "electronic peepholes."
The 115-page report, titled Recommended Requirements for Enhancing Data Quality in Electronic Health Record Systems was commissioned by the federal Office of the National Coordinator of Health Information Technology (ONCHIT). A copy of the report is available online.
The ONCHIT reportedly has already signed off on RTI's recommendations, and the proposed new CCHIT criteria were released on September 13 for a 30-day public comment period.

I feel this feature will directly violate the sanctity of the physician-patient relationship in favor of overly broad and unrestricted policy powers for health insurers.
