You may be interested in hearing that the pay for version of PDF-Xchange PDF viewer has an option to flatten the comments. Thus making them unchangable... well
, as much as a PDF can be. I can only assume that Adobe Acrobat has the same feature I just haven't used it enough to find it yet.
