when using quick edit to discontinue a slew of meds, the active/inactive lists are correct, but the d/c'ed meds are not listed under the plan section, unlike when inactivating meds individually.

I think this is by design. This allows you to edit an old (non-current Rx) and delete it without it affecting your plan. If you want to show that you said to discontinue it at the actual visit you saw the patient, then dont quick edit, choose Rx writer and Inactivated it and it will document that you told the pt to discontinue it at that visit.
