AC does have a surprising amount of MU "help" built into the program. On the other hand, PF has done a much more extensive job (from what I have seen) of providing an overall view of how to meet MU requirements, as well as the specific steps along the way.
User "help" documentation has improved significantly in AC in the past year, but to some degree they are playing catch-up for past omissions. I think MU user support was a missed opportunity for AC, but their attentions are obviously elsewhere.
