I am solo practioner looking to move from desktop PC as a server to windows server. I am wondering if it will be a faster connection for signoff etc. and I am looking for specs. of server.

What connection are you talking about? Are you using one computer or many attached to the one? I would definitely get a server for other reasons...i am getting one put in next week after 17 months of using a PC as the main computer and holding all the info. . .
What do you mean for "signoff". . .

There are many good reasons to get a server. But, if you are looking to see a big difference in signoff, etc., I doubt you will. Part of it depends on how many users you have. If you had 50 users and you could step up in SQL Database to Workgroup let's say, then increasing a lot of RAM would possibly help your database performance. Some RAIDs like RAID1 will increase your read times. And, servers, in general, have better speed where you wouldn't always think like with system buses, etc. All in all, better hardware.
You don't have to ask too many people to find out that I am a huge server fan. (No, I am not a fan in the server....). As far as specs, I could list a bunch, but there are many already listed on here. Go with one of the Dell 410s or 610s. You can buy them second hand or get them on eBAY, but your warranty may not be the same. Big fan of five days of week, eight hours a day. It's nice to know a Dell tech will be there the following day most likely with your needed parts. You just tell them, I paid for my warranty, it is mission critical, I was a tech at my office by such and such a time tomorrow.
A lot of people can help on here. As far as OS, I am completely biased toward Small Business Servers. I have no idea why anyone would use anything else unless they were Google or Yahoo. Much more user friendly. SBS 2008 is incredible, and SBS Azure is right around the corner.

I was refering to signing off scanned documents like labs, radiology, consult notes. It takes me 10-15 seconds to signoff any document. I have about 50-75 documents per day that needs sign off. That adds up to lot of time. ( I understand I am being anal.... but that goes with my speciality.) Then at times AC stops showing document to be signed off..... so you have to restart AC. I was hoping server would speed things up for above and also for wired + wireless network. It appears that I have setup similar to Dr. Mody's old setup using pc as a server. Though my practice is rather small 1 physician and 6 non physician users. I did try to configure server on Dell site but it was not easy.

I doubt it will shave off 10 to 15 seconds. it may be 9.5 to 14 seconds.
Use AmazingUtilities and test each PC to your server your have now. It is under Advanced at the top.
You can always have a Dell rep help you. Tell me what you are looking for and what you are willing to spend, and I will spec one out for you.
Wireless can always slow you down. Also, while it won't help a ton, make sure everything is 1GB/s. That involves, cabling, switch, NIC cards, etc.
One thing people don't do that is a VERY good idea, is hire a Microsoft MVP or highly rated tech with a VERY, VERY GOOD fluke meter type gadget -- I think they are somewhat different -- and have him/her to test your connections. These meters can cost $15,000. The guy I talk to says he goes to places like Verizon, etc. and finds huge issues with networking.
What version are you using. It seems that a lot of these issues are popping up with 5.15 and 5.16.

Forgot an important part. What are the specs of the PC you are using now? If it in 1GB of RAM and a celeron processor, then any computer will give you better speed.
Also, get rid of the wireless. Just my opinion.
