As a manager, I am responsible to mail out statements
to patients. We only send statements to patients who owe us 5 dollars or more. It is only for the patients part not the insurance.
The question is can I put in one envelope all patients of the same address ? It means JOHN DOE and JANE DOE stements will
be in the same envelope if they live at the same address.
We save about 100 dollars each month if we continue to do that
but some people said it would be HIPAA non compliances ?
Please give me your opinions and also how can I find out what
the government say about this

If each patient has listed on their "ok to release info to the following persons" sheet the name/s of the other patient then I believe it is Kosher to put them in the same envelope.

It seems OK if patients have indicated the permission to share info like you pointed out.
What about the ones who did not answer that question.
I left a message for people at HIPAA but I did not receive an answer yet.
Do you know whom I can ask ?

We are not required to send statements. We can just remind them at the time of appointment reminder calls.

At risk of creating a HIPAA offense, my office sends these statements in the same envelope whether permission to share is signed or not. If they are at the same address, they are probably sharing more than just health information so I figure it's implied consent.
If we offend some patients and they transfer out, fine. If they hate me because we tried to save a stamp, then we didn't have a good relationship. If patients complain, charge them postage.
My attorney charges me for frigging postage and copy costs, we ought to start doing the same.
