This appears to have been the problem. I was not able see what they did but back tracking the Systemsetting.XML is now not empty. They now want to re-install the program to get some service up and running. This was Scheduled for a different day. I think I'm going to copy that file and have a spare just in case. Anyways thanks for your help.
