Why did you hire an IT support company to troubleshoot AC in the cloud? He probably has no access to AC's administrative systems. All they can really do is troubleshoot Internet connectivity with the cloud.
It most likely has to do with resource allocation. This version is the most demanding one yet. Cloud providers aren't going to increase the resources dedicated to your practice/Virtual Machine for free.

AC needs to pre-load tons of data even with empty charts.
If you were running a local server, my advice would be to get some SSD's setup with a fast Xeon processor. But with AC Cloud (Not Indy's. He gives people the option of adding SSD's.), you're kind of stuck until AC optimizes the code or renegotiates resource allocation with their provider.
