The billing question is complex, and I can say this much confidently as I had AC confirm it yesterday on a Con-call. If you expect billing to work in the same fashion as it did in 6.3.3, you will be disappointed/frustrated or worse.
Because this had a very adverse effect in the one practice that chose to upgrade (they use AC billing functionality) - they eventually did a hard roll-back.
