Can you describe this in a bit more detail? How many staff are we talking about? (Active and inactive)?
The messages may NOT be deleted ones; your inactivated staff may have messages in their inboxes.
OR the messages may be deleted, in which case they could be in anyone's box (active or inactive providers).
So I would start by having each provider check the number of messages in their deleted box, report that number to you, and then delete all from their boxes.
Meanwhile, you go to each of the inactive employees, open their boxes, and look at the total number of messages (not just deleted) and delete them all.
Let us know how that goes...

By the way, I have one password that I use for all inactive employees; when I inactivate someone, I first change to that password. That way if I need to go into an inactive employee's box, I don't have to remember individual passwords; I just use the one.
