IP MSG does pop up in front of other windows and does pop up anywhere you set it to. Not to condescending, but it is rather easy to install.
http://ipmsg.org/index.html.en I still prefer v2.06. The entire install takes less than five seconds, although there are a few settings, which I have written down on a Word document. I would, of course be happy to remote in and install it.
