Yes per user fee and licenses ala AC per provider who is an actual billing, revenue generating provider of services so does not matter the degree of the person using it, it is their ability to be a revenue stream for the office, practice themselves.
Or they simply could have left small programs like Practice Fushion and AC, and Soapware off of the blocked black list inside the top of the line $200 regular version.... But make sure GE, NextGen and all of the Big Boys were on that Hit List...
