My personal favorites for FREE editing tools are Paint.NET, or Gimp. Did I mention they're both free?
For those sporting bifocals, just zoom in more - there is your tip for the day. Also, as you get part of it transparent, save the document in versions - so much faster than one bad "erase" that requires you to start over.
