Metadata in aggregate can basically identify anyone even if it is "de-identified".
But virtually everyone is gathering data on their users and sharing it with third parties. It's pretty much impossible to disable all the tracking in Windows 10 now. Microsoft, Google, etc.
Another way to look it at it is that MU/PQRS/MACRA/MIPS forced doctors to collect all this extra information. Extremely valuable data for insurers and pharmaceutical companies. Offices/Clinics should be reimbursed for all that extra work to collect the data if it is being sold.
