Hello...
We have recently upgraded to AC 7.1.1 (7.1.2 is on its way). I'm a bit troubled that we are showing 0% for Core Measure 12...sending patients their records within 4 days of them requesting them. We have had NO patients request their records, and it's showing a denominator equal to the number of encounters we've had. That is completely wrong. It is recording Core 13 correctly...providing clinical summaries. Has anyone else using 7.1.1 noticed this? Are we doing something wrong?

It is because you are using the 7 version, which meets the 2014 certified technology standards. That means that you will have the report run with the new 2014 core meaningful use standards = required to send at least 50% of your "unique" (not sure what that means) patients their FULL medical record within 4 days of their office visit. This is a change from the 2013 core measures.
We will be attesting for Stage 1 for the first year this year and have used the combo technology of 2011 EHR certified technology (6.0 version for July) and also the 2014 EHR certified technology (7.0+ version in August and September). Because of the new flexibility rule, we will able to attest for the 2013 core standards (in 2013, core measure 12 was to supply the medical record for only people who requested a copy) because that is the only way we will be able to attest.
Where we are running into a problem if that the CMS website is not suited to address this combo technology certification until the middle of October. As of now, their website says that if we do not attest tomorrow, 10/1/2014, we will be eligible for the 1% hit next year. Not sure how they can justify this when they do not have the capability to even allow us to attest. Would love an answer if anyone knows. Thanks.

I believe that you have to attest no later than 10/1/2014 to qualify for the BONUSES. But, you can attest using the fourth quarter of 2014 to avoid the PENALTIES.
Well, maybe not, the above was information I had read previously, now I just read that one had to attest by 10/1 to avoid penalty.
Who knows anymore with all the moving regulations?

The 10/1 (now extended to 10/3) deadline is specifically for first time reporters to avoid the 1% 2015 payment adjustment. Any provider that successfully attests in 2014 qualifies for the incentive.

The problem is that for people like our practice that used both version 6 AND 7, we will need to attest with the 2013 core objectives but the CMS website is not going to be functional for that until mid-October. So there is no way for us to avoid the penalty next year in spite of being ready to attest because the lovely CMS website is not ready. It just seems poorly done but I am not surprised by that.

I am having a slightly different issue for Core 12. For about every fourth patient when I send their summary to the portal, I get the following error message:
Failure sending message to Updox patient portal account for PATIENT NAME: Portal Account Not Found (error code:6)
When that happens, of course, I fail that measure for that patient. I have looked at the demographic page and don't see any reason that information is incorrect. I am using version 7.1.3. I am trying to send the summary to the portal for every patient, so I hit the 50% threshold for success. I get nervous when I have too many of these errors.
Anyone know why this is happening and what I can do about it.

MU 1 Core 12 seems the same as MU 2 Core 7 Part a. billfox, We had the same problem. 2 days ago during an Updox webcast, we were explained that the portal accounts must be created from Updox. You can do it from your regular Java-based Updox application or from the Updox web application which you can open directly from Amazing Charts. You go to Address Book, find the patient and create the portal account. From there, you go back to Amazing Chart and Click Create portal in the demographic section. Once you portal is created, you are be able to send the Full Record to the portal. This is the way we have set it in our office, The day before the visit, portals are created the way I explained above. During the visit, I document the encounter, sign it. I go back to the patient and send the Full Record to the portal (as explained in MU2 Core 7 Amazing chart training Video).

Thanks, GAMA. We tried this and it works. I thought the portals were supposed to be created automatically when we did the upgrade, but at least this is getting us through.
Don't know if I will have the stomach to tackle MU 2!!!!
