Thanks for the tips. According to Dell tech support. I am running 32 bit WS 2003. I need to do a fresh install of WS '08 or '12 to get 64 bit. I can then run up to 16 GB of RAM. That's got to be the way to go. I think my ex IT guy just thinks that based on his hourly rate, it will save me money to buy a new server.
Indy, coming to NM from Colorado or TX is like saying, "hey, while I am in Bangor I will just drop by and visit you in philadelphia." I appreciate the offer and would be happy to buy you a steak sometime but don't come here just to install my new OS. I am sure I can find someone else local. You guys make it sound like he/she doesn't need to be a genius to pull it off.... not that you are not geniuses.

Dell is correct (and I would hope so) that 2003 is not 64-bit. I could go all fancy and say go 2012 and run a Hyper-V with SBS 2011 but, I will still stick with SBS 2011 Essentials, and you will get SharePoint and Exchange in the cloud (turnkey). I think you would love it, and it is easier to maintain than the straight servers.
There is no way to change servers and make it any cheaper. I don't understand that logic. They make a card that can be installed and allow an IT tech to remote in and install the server.
I would go that route, purchase SBS 2011 Essentials and let Sandeep install it.

Is this the OS? SBS 2011 compatible c AC 6.3, 6.5 as well as SQL 2005 and 2012? Would I be able to add 16 GB RAM like I would c 64 bit WS '08/'12

Yes. It is compatible with most everything, certainly all things AC. Most 32-bit programs can run on 64-bit OS. Generally, you can install up to 64 GBs of RAM, but that may be limited by your hardware. SQL 2012 would run best and, of course, that is what is the new version has.

Bill, given what you want the server to do, and your desire to self-manage, I would drop in the new drives (RAIDed), perhaps a SSD for the AC folder if you "feel the need for speed", and install Windows 7 Ultimate. Some will scream "sacrilege!", but the less moving parts, the better, and I'm going to side with JBS on this one, give the man his P2P. As to traveling, I purposely drive sometimes to decompress, so a few hundred miles could literally be just a few more conference calls than normal. There was a particularly stressful corporate engagement a few years ago that required weekly travel between locations; I put over 12,000 miles on a rental car in a month. So, I'm serious about swinging through NM to help a Doc.

Except you lose a ton of functionality. Using SBS in the cloud makes it fairly simple than hosting your own Exchange.

Most Dell's come with a BMC (Base Management Controller) meaning they can be hardware controlled before the OS loads, meaning someone could remotely set up your new OS.
I would recommend either SBS Essentials 2011 or Server 2012 Essentials.
Bert is correct in that SBS 2011 is compatible with both AC 6.3.3 (SQL 2005) and AC 6.5.4 (SQL 2012). Server 2012 Essentials is only compatible with latter, at least officially.

Hmmm...so I wonder who could set up that OS? And, I bet he wouldn't charge $2500.00.
