My IT guy says he does not recommend WS2012 because it is "buggy". He prefers 2008. Of course, he said he preferred WS 2003 over 2008 2 1/2 yrs ago when I got my server and now I have to get a new server or replace the operating system. What do you guys think?

There are bugs in everything, and there is a certain amount of preferring the devil you know to the one you don't know.
My recommendation is first look at the licensing differences, the features that you use/want to uses, and get a feel for the feature/fee trade-offs. For medical practices, that is *at least* as important as the Chevy/Ford discussions.

Do you have lots of users that you will need cals for? Whether you want/need those features drives both your options and math of those options. For running AC you could use Win7 Pro or Ultimate

I don't use any of those. I just run AC off the server. My tech guy talked me into it because I had a lot of freezing problems running 6 computers in P2P. So, I have a server c WS 2003 that is now obsolete. Would I put W7 pro on the server? Or do I need to get a server operating system?

Is it still freezing? I would wait until v6.5 is officially released to get Server 2012. According to Microsoft, running SQL 2005 on Server 2012 isn't supported. (" Microsoft SQL Server 2005 (the release version and service packs) and earlier versions of SQL Server are not supported on Windows Server 2012 or Windows 8. You will receive a warning in the Action Center if Windows 8 detects an instance of SQL Server 2005.")
I think it still works, but I wouldn't run it 24/7. Maybe just temporarily until I got on SQL 2012.

There is nothing wrong with Windows Server 2012. When tech guys complain about Windows being buggy or slow or how much Microsoft sucks, it's because they don't know what they are doing.
For your situation, you have the following choices:
1. Upgrade to new hardware and go with Windows Server 2008 R2. This option is viable if you are going to upgrade the server now and Amazing Charts later. Windows Server 2008 R2 will be supported for years to come and it will happily run SQL Server 2012.
2. Wait for Amazing Charts 6.5 to come out then upgrade your server to Windows Server 2012. You'll be doing all that upgrading all at one time.
I recommend choice Number One unless there is a reason you want to go with Windows Server 2012. For example, the virtual licensing with Windows Server 2012 is most favorable as opposed to Windows Server 2008 R2. Speak with your tech guy about your goals. I guess I don't understand going from a P2P to using a server but still a workgroup. If you aren't using the server with an OS and a domain controller, then you aren't on a domain. Your network probably runs better because the server and OS are much more robust.
I don't think I could ever recommend using Win 7 on your server.
I respect the fact that AC is the most important thing, but you can make sure AC is taken care of AND have other features that make running your business easier. Personally, I would agree mostly with James. But, I would still take SBS 2011 Standard. And, I would take advantage of the free Exchange Server and the free SharePoint while there.

I think windows server 2012 essentials run very well for me. Better than small business server 2008. Gave me errors during install but working just fine. Installed when windows 8 came out. I'm my own IT so I do things very basic. WS 2012 essentials made it pretty easy.

Here's the way I would go if I started all over today:
Buy a new server and a volume license for Server 2012. One Server 2012 license gives you a license for hyper-V and 2 virtual 2012 servers.
The volume license allows you to exercise downgrade rights. Downgrade one server to Server 2012 Essentials which gives you AD and PC backup for up to 25 PC?s.
Downgrade the other server to Server 2008 R2 and install SQL.
You retain the right to upgrade the 2008 R2 server to 2012 at any time at no charge.
