Just out of curiosity, is it possible to ban IP addresses? Are they using different IP addresses?

Yes, one can block by IP addresses. But, have there been more than the two that were banned?

Haha, my question really was just out of curiosity. Not any sort of inquiry into why the IP of the offender hadn't been banned after the first offense.
I have a feeling this answer won't satisfy you though. So I'll expand upon. It was a silly question (even for someone with my limited knowledge of tech). One that I hadn't thought out thoroughly before posting. Of course you can ban IPs. So I can see why you would interpret my question as a question that was actually asking something else.
