According to CMS MU submission site, you have to attest at least one for sending electronic data to state Vaccine registries or to public health registries.
My question is: since they are both not available in my state. Do I just select one of them and attest "no"?

Both of these options can be done in all 50 states - go to AC wizard and read how to do - they have a dummy registry made for Meaningful use - you sign up for it and can then send test data to them and meet both requirements.
