As far as I know, the iPad has no simple or stable Windows emulator.
There's a tricky, kinda-sorta, maybe-no-good-with-later-IOS-versions, in-case-of-failure-both-halves-are-yours program:

An iPad user will probably just run a remote control program and connect to a Windows session that's running AC.
The Windows session running AC can be on:
1) a standalone PC (at an office or home)
2) a terminal server session (in the cloud)

If the user is connecting to a remote desktop session for AC in the cloud, it's a Windows terminal server session.
So Apple's free app for Microsoft Remote Desktop for iPad would be worth a look:
