You can do that from main screen - Edit>My Preferences>User Preferences>General Settings> and then check boxes for "Don't display warning that ICD ...." and "Don't display warning that CPT...."
This will STOP billing screen to pop up after you sign your notes.

This does not stop the billing screen from appearing, but will allow you to not enter any coding and just click "Sign It" without getting a pop up warning you that you haven't entered any ICD or CPT data.
As Bert has said, you can't just skip this screen, because it is from this screen that you sign the note, closing it out and preventing further edits to the note.
