Related to Item #2: It seems to be both from AC and from the desktop, which, to me, indicates a networking issue. I spoke with my "IT Department" aka the Doctor, and he's going to upgrade my wireless router. Hopefully, between that and an upgraded internet line, the problem will be rectified.
In the interim I have to just suck it up.
