Hi Brock,
I would try the following things in this order:
1. Download free versions of either Revo Uninstaller or My Uninstaller and uninstall program. Some times the uninstall from AC or Programs and Features will leave the original folder and files. Probably won't work, but worth a try as it is simple and safe.
2. Make sure your server is running Microsoft .NET Framework 3.5 SP1, 4 Client Profile and 4 Extended. Probably only need 3.5 or 4.5, but you can try one at a time. My guess is you have the corrent .NET Frameworks if some are installing.
3. Make sure you have MIcrosoft .NET Framework 4.5.1 or at least 4.5 on the CLIENT computers.
4. Installing the 4sp3 was a good idea, but it may not be registered. Please follow the following steps on this Microsoft thread.
