If the "Run as Administrator" option is not available, then one of the following are probably true:
* If XP, the Secondary Logon service is off.
* If Win7, the Secondary Logon service is off, UAC is turned off, and he is logged on as a Standard User.
The second scenario is most likely. I really HATE IT when so-called tech people tell users to turn off UAC. I truly do.
User Account Control is your friend, people, not your enemy.
