As usual, Donna is correct; especially when it comes to MU.
To some degree, I was mixing up my incentive programs. There is a hardship exemption from the eRx penalty, but a different exemption applies to MU.

I do believe that if you wrote less than 100 prescriptions during the period (90 days for the initial one) then you can still get the MU incentive.
