Donna... thanks for the info on your "old" run as administrator/registry problem. Please don't spend the time looking for "old" notes. But, since you mentioned it and Revo, we still have that computer that had that problem (which was replaced with the new one), and if I have time, I'll try to install, then use Revo with the 4th level deepest clean, and see if this helps.
Bert... I'll go look at that SystemSettings.xml file... if nothing else, just for my curiosity. As you say, it may be that file, it may be a "deep" registry key, or whatever.
