Texas should at least give you a written letter indicating they cannot accept the format produced by AC, you should request this letter from Texas if they did not offer it to you. This will serve as verification that you attempted and your state registry is not equipped to handle electronic immunization registry. This should allow you to claim exemption to the immunization requirement when attesting to MU (assuming you are going to attempt attestation).
