Hi Gang. I got a response by instant messenger from Jon about this:
(2:24:49 PM) JB: Actually, the point of the check home is to allow us to turn on lab interfaces automatically and prevent users from having to pay if we've not gotten the lab check before it times out.
(2:25:12 PM) JB: If they don't have internet access, they can call us and we can give them a code that allows them to access the data.
(2:26:17 PM) JB: if they have internet access, and enter their email address that we have on file, it automates the process.
(2:26:17 PM) JB: and only those whose license is off will have difficulty.
