Refills must be no more than 2 characters long, Refills must consist of digits only.
Just as you say in your post, it is referring to the refills only.
What doesn't make sense is you must be writing at least one script with the allotted one to two number refills. But, you definitely cannot write, PRN or 100 or anything to that effect.
