No you cannot do that. If someone wants a new name, they will have to open an entirely new account. Inactivating the old account will keep it from showing up anywhere else.
Everything in AC is tied to that user name. So, if you send 100 messages to that user and they quit, you must have a way to reactivate them to get the messages, etc.
Same with the user name.
