I am not sure if this applies to you but in the state of Washington, as long as you have a L&I (labor and industry) provider number - you can submit claims to any of the self-insured companies. We contacted the state and was given an L&I number (I had to fill out a single page questionnaire to get the number). I found that getting a provider number from the state was much easier than the 50 page contract I receive from the Blues!!
