That file seems to be in the version 6 installer.
I had that problem a couple of times going to v. 11, so I first un-installed the v 11 instance that didn't work, and installed v.6, then I installed v 11 over v 6. It worked.

Support has it. But, I have it as well. I will upload it to box.com and give everyone the link. You just run it, it takes about 8 seconds, and you are all set.
