Part of the certification that AC claims from the governmental bodies requires that they produce files that can be imported by other EMR's as part of HIPPA. When I went to a new chart system and exported records from AC, I uploaded them to the government website for interoperability. The files did NOT pass the test for importation into other chart systems. So for instance, AC can say they are ONC certified, but not actually be compatible. The whole point of these certifications and the HIPPA law is not just privacy, but EMR record PORTABILITY. Now AC wants 1000 dollars to keep my chart system updates so I can keep accessing them on the new .Net framework, but the only reason I need this is because of the problem above.

Requirements for certification are established by standards, implementation specifications and certification criteria adopted by the Secretary at the Department of Health and Human Services (HHS). The Certification Program supports the availability of certified health IT for its encouraged and required use under other federal, state and private programs. The Certification Program is run as a third-party product conformity assessment scheme for health information technology (health IT) based on the principles of the International Standards Organization (ISO) and International Electrotechnical Commission (IEC) framework.
