I see what you mean. I did notice it doesn't happen all the time and one of the reasons is that some of my templates have a couple of blank lines at the bottom of them. I remember doing this because of the problem but had forgotten about it.

Actually I initially misunderstood you because I thought you meant the new template went below the old one, even though you clicked on top.

So the solution is add white space to your templates. You can do this once you click by putting it in the box. Not all my templates are like this but is my solution.
