I reached out to Nick Brochu, one of our support supervisors, about this. Here is what he said about this process.
The process has changed in recent versions so there are a few scenarios of what needs to be done.
1. If you are restoring the ENC file onto the main that made that ENC, then all you need to do is run the backup and restore utility and select the ENC file you want to restore. This will overwrite the current database so a backup should be made before restoring.
2. If you are restoring the ENC file onto a main that is different from the one that made the ENC, the target main will need to be credentialed to match the main that made the backup credentials. This needs to be done by support at AC as you cannot complete the process on your own.
