The goal with backup is to have the most recent set of data available. (24 hours ago in most cases). Archiving is like a historical snapshot in time. Get backups first and if you have budget left over, archive.
It's pretty rare to use an archival backup. Usually only happens if you remember something was deleted a long time ago. Losing a years worth of patient encounters isn't really realistic.
